WPD (Western Power Distribution) data

Comments Off
I have a list of data (as per below) that WPD have pointed me to. Some is from the Crown so we should be able to get that into the hub easy enough, but otherwise perhaps it needs a conversation with them? How do we go about this?

Total estimated non-domestic load Calculated from sum of Eacs for Profile classes 3-8 + Total annual load for Half Hourly metered Customers
PV connected to this substation Total capacity – Crown generation report – this is likely to underestimate the connected PV  by up to 50% so it is probably best to leave this until we have been provided the data by Ofgem to update our records.  – or to source this data directly from Ofgem.
Other generation connected to this substation Total capacity – Crown generation report.

Optional Maximum demand value / load index Optional –  Based on profiles and HH metered data – rough estimate only
Optional Maximum demand timing Optional – Based on profiles and HH metered data – rough estimate only

Data Protection Act Implications

Where there are fewer than 5 domestic customers then the combined EAC data for profile classes 1 and 2 will not be provided but rather this will be flagged as a reason to report the total as zero. Non-domestic customers are not covered by the Data Protection Act, but we need to consider whether divulging consumption data could lead to unwanted contact from third parties. While not actually naming customers, given the co-ordinates of the substation it may be easy to match customers and their consumptions.

IPR implications

This data is from BAU systems rather than being captured from customers under data sharing agreements so is ours to use as we wish.  (subject to DPA)  Our data sharing and any involvement with the project will not form part of either an IFI or LCNF project. This means there are no restrictions on the generation of IPR that stem from the LCNF rules. If the data is to be used by developers looking to create new business applications we should not restrict the use so that no IPR can be generated, but it would be prudent to have a clause that says where IPR is generated from our data we would expect to be given a free licence for any such application  – limited to MK area. Other potential legal bits. We’d want a clause that makes it clear that by supplying the first set of data we are not obliged to refresh the data over time. However we would not rule out entering into commercial contracts to provide updates to the data as a commercial service.
